RULES & REGULATIONS

1. General

1.1. The Mayor of Moscow Golf Cup is conducted in accordance with the Calendar of the events by the Committee for Physical Culture of the Government of Moscow in the year of 2007 and the Calendar of the Moscow Golf Development Federation.
1.2. The Tournament is organized by the Tournament Committee and the Chief Referee responsible for all decisions during the competitions.
1.3. Organizers are not responsible for any possible damage to health or property of the participants, media-representatives, officials, spectators, guests of the tournament in the frames of the tournament period.

2. Format

2.1. The Tournament shall be individual and team.
2.2. The Individual play format: 36 holes with the first 18 holes to qualify for Day 2, stroke play without handicaps. The Team play format: 9 holes, 2-player scramble with ¾ of the Team’s average handicap.

3. Mission

3.1. The Mission of the Tournament:
• To popularize golf in the city of Moscow and in Russian in general;
• To assist golfers to grow their high sport ability and to promote golf as a regular sport for the citizens of Moscow.
• To promote golf and golf-courses as a tool in solving ecological issues at municipal level;
• To present the Moscow Program of golf development to the foreign partners and possible investors.

4. Time and Place

4.1. The Mayor of Moscow Golf Cup, the 3d, shall be played on June, 01 (practice day) – June, 03, 2007 on the 9 holes course of the first Russian golf course of the Moscow City Golf Club (address: 1 Dovzhenko street, Moscow, Russia www.mcgc.ru) and on the new 18 holes course – at the Golf & Yacht Club “Pestovo” (address: 20th kilometer along Dmitrovskoye shosse from the Moscow Beltway, Sukharevo village, Marfino area, Moscow district, Russia. http://www.pestovogolf.com)

5. Applications, Registration and Admission

5.1. The Tournament shall be played by golfers of any age following the handicap restriction, registered at the Moscow Golf Development Federation. Non-registered golfers may be admitted to participate in the Tournament under condition that they prove their handicap with a valid certificate by their governing body or club. This shall apply also to non-Russian residents.
5.2. Only Amateur golfers, as stipulated by the Amateur Status of the R&A, shall be admitted for the Tournament.
5.3. Applications shall arrive before 12.00 of May, 25, 2007 in writing to the Moscow City Golf Club at the e-mail: reception@mcgc.ru or to the Golf & Yacht Club “Pestovo” (see attached application-forms).
5.4. List of approved Participants and the starting-list for Day 1 shall be posted at the Moscow City Golf Club (www.mcgc.ru), on the web-site of the Moscow Golf Development Federation (www.mosgolf.ru) and at the Golf & Yacht Club “Pestovo” (event places of the tournament) on May, 30, 2007.
5.5. Registration of Players named at the Starting-list shall be from 09.00 a.m. till 11.00 a.m. on June, 01, 2007, at the Moscow City Golf Club and from 09.00 a.m till 12.00 a.m. of the same day at the Golf & Yacht Club “Pestovo”.
5.6. In case of a Player’s inability to participate in the Tournament due to force-major reasons he or she may inform the Chief Referee no later than by 09.00 a.m. of the registration day.
5.7. Handicap limit for Individual format: maximum 9 for men of any age. Handicap limit for Team format: maximum 28 for men and maximum 36 for ladies of any age.
5.8. The Committee’s decision on admission shall be final.
5.9. The Committee may decide to admit a Player with higher handicap as an invitation.
5.10. The Committee shall accept only fully completed and signed Application-forms. The Committee may decline an Application without explaining the reasons.
5.11 A Participant may be disqualified for the reasons of wrong information given by an Applicant or non-conforming with any Rule of this Tournament or Registration.
5.12 . A final starting-list of the tournament shall be approved by the Committee by the dead-line time.

6. Practice

6.1. Any Participant may play 9 or 18 holes on the practice day of the courses where Tournament shall take place. On June, 01, 2007 from 09.00am to 12.00am at the Golf&Yacht Club “Pestovo”. Practice round may be plaid on the course of the Moscow City Golf Club by any of the participants on May, 31, 2007 at any vacant tee-time.
6.2. Players may practice on the driving-range before play on any of the days of the Tournament or at the Tournament day before start from tee 1.
6.3. Other practices are forbidden except mentioned at points 6.1., 6.2.

7. Starting-time

7.1. The Team Tournament on June, 01, 2007 shall have a shot-gun start at 12.00 a.m at the Moscow City Golf Club. The Individual Tournament shall be played on June, 02-03, 2007 at the Golf&Yacht Club “Pestovo” from Tee 1, first start at 09.00 am.
7.2. Player shall arrive at his/her starting Tee ready to play no later than 5 minutes before a starting-time. Late arrivals shall be disqualified with no compensation of entry-fee notwithstanding the reasons of the delay.
7.3. In case of force-major circumstances the Tournament Committee may change or amend any of these Rules and Regulations including starting and competition procedures.

8. Referee and Protests

8.1. The Tournament Committee shall nominate Chief Referee, Deputy Chief Referee, Marshals, Secretary and Starters.
8.2. Chief Referee together with his Deputy may take decisions final for any situation or dispute during or after play.
8.3. Protests shall be accepted by Chief Referee in writing no later than 30 minutes after play termination.

9. Code of Players

9.1. All Players shall wear proper golfing attire. Dress-code for Players shall apply: no tee-shirts, blue jeans, tennis-shorts or non-golfing attire.
9.2. Players shall respect the Club’s property and the golf-course and follow the Rule of Golf and Golf Etiquette as well as orders by Referees, Marshals and Club Administration.
9.3. Players shall know and strictly follow the Rules& Regulations of the Tournament. Players shall follow the Golf Rules and Etiquette Rules as well as the local club’s rules and obey the Tournament Committee decisions.
9.4. No mobile telephones. Penalty: 2 strokes. Double penalty – disqualification.
9.5. Doping-control may occur on any day of the Tournament. Medical requirement may be considered as an exception.
9.6. No special vehicles shall be used by the participants during the play, medical requirement may be an exception.
9.7. No guests from the Moscow City Golf Club or among non-players shall be admitted to the course at the Moscow City Golf Club. Guests from the Moscow City Golf Club or among non-players shall be admitted to the course at the Golf&Yacht Club “Pestovo” according to the local club’s rules and instructions.

10. Rules of Competition

10.1. The Tournament shall be played on the golf-course of the Golf&Yacht Club “Pestovo” according to the Rules of the R&A in edition of the year 2006 and the Local or the Tournament Rules accepted by the Tournament Committee.
10.2. Men shall play from golden and silver-tees and Ladies shall play from bronze tees at the Moscow City Golf Club, and from tournament tees at the Golf&Yacht Club “Pestovo”.
10.3. In case of tie for the first place in Team Tournament the winner shall be determined by the lower average handicap. In case of further tie for the first and other results better score on the last hole shall prevail, then – count-back.
10.4. In case of tie for the first place in Individual Tournament the winner shall be determined by a replay till the first winning hole starting from tee 1. In case of further tie for the first and other results the winner shall be determined among the players with better score of the previous day, further – of the last 9 holes, on the last hole or count-back starting from the last hole till the best score on the next first hole.
10.5. Players are advised to use marked balls (Rule 6-5).
10.6. Proper pace of play shall be maintained by all Players (Rule 6-7).
10.7. Suspension of Play due to unsatisfactory weather conditions may occur. Players must mark their balls and proceed to Club House with no delay at a signal of a rocket at the Moscow City Golf Club and one long siren hoot at the Golf&Yacht Club “Pestovo”. The tournament committee may dial cell phone numbers of the participants to double-warn of the situation. Play shall resume after suspension at a signal by Referee.
10.8. Locker-rooms shall be reserved for Players.
10.9. Meals for Players shall be organized at the Club House.

11. Prizes and Prize-giving ceremony

11.1. Winners of Team & Individual Tournaments of “the Mayor of Moscow Golf Cup, III” shall be awarded with the Challenge Golf Cup and prizes of the Mayor of Moscow and prizes and memorable things of the organizers.
11.2. Sponsors may award with their special or additional prizes.
11.3. Prize-giving Ceremony of the Team Tournament shall be at the Moscow City Golf Club. Prize-giving Ceremony of the Individual Tournament shall take place at the Golf&Yacht Club “Pestovo”. All winners and participants are invited to the openingclosing ceremonies, group photos with organizers and sponsors of the tournament.
